Programmatic is a method of buying and decisioning, not a synonym for waste. Resale is also not automatically bad; authorized intermediaries can aggregate supply, provide technology, simplify access, or add useful service. Cost appears when the path adds fees or uncertainty without adding enough value for the campaign.
A headline CPM only shows what the buyer pays for a thousand impressions at one point in the chain. It does not show how much reaches the publisher, which placement ran, how data was transformed, or how much operating effort the buyer spent trying to understand the result.
Draw the supply path before debating the fee
Map the advertiser, agency, demand platform, resellers, exchanges, seller accounts, publisher representatives, and publisher. Use ads.txt, sellers.json, supply-chain information, contracts, platform settings, and partner answers to identify the route. Mark which parties set price, choose inventory, handle data, report delivery, and own a problem.
Some paths will be short and some will be justified by scale or capability. The warning signs are unexplained hops, inconsistent seller identities, missing domain or app detail, duplicate routes to the same supply, and an inability to reconcile what the platform reports with what the publisher recognizes.
Calculate working media and total campaign cost
List demand-platform fees, exchange fees, reseller margins, agency economics, data, verification, brand safety, ad serving, creative, measurement, and any rebates or discounts. Then estimate the portion of the budget that purchases the publisher impression. Exact publisher revenue may not always be visible, but the buyer can still require a clear account of known and unknown costs.
Add internal operating cost. Analysts investigating unknown placements, reconciling reports, excluding poor supply, and resolving ownership gaps are part of the campaign economics. A slightly higher CPM through a cleaner route can be cheaper if it reduces waste, improves access, or produces decisions the team trusts.
Separate cheap impressions from useful reach
Break performance down by publisher or app, placement, device, market, format, seller path, viewability, frequency, and qualified outcome. A low blended CPM can hide delivery that is technically valid but poorly placed, repetitive, outside the intended context, or unlikely to reach eligible users.
Check bid duplication. The same impression opportunity can appear through several exchanges or reseller paths, causing the buyer to compete against itself or choose the least transparent route. Supply-path optimization should reduce unnecessary duplication while preserving access that actually adds value.
Account for information lost between buyer and publisher
Every intermediary can translate names, aggregate placements, apply filters, or create a separate reporting clock. Differences do not automatically mean misconduct, but they make diagnosis slower. Keep transaction identifiers, time zones, campaign and creative IDs, domain or app, seller, auction type, consent state, and outcome definitions aligned where possible.
Ask who can answer a placement-level question. If the demand platform points to an exchange, the exchange points to a reseller, and the reseller cannot reach the publisher in time to fix a live issue, that delay is part of the route's cost.
Choose the shortest path that preserves the needed capability
- Buy direct: when context, scarce inventory, custom formats, service, or publisher coordination is central
- Use a curated programmatic path: when scalable decisioning is valuable and the seller, property, auction, and fees remain inspectable
- Use open-market reach selectively: when controls and measurement can identify useful supply and exclude the rest without constant manual rescue
The aim is not to remove every intermediary. It is to make each one earn its place through access, efficiency, technology, risk control, or service the buyer needs.
